I * believe * they are a apart of it for reasons of security. Building the platforms for constructio to make them explosion proof, etc. I also * believe * they are acting as a sort of " City Building Inspector " in as much as you need approval for this and that to conform with the plans for the project. That's my take on it Tazzy. Maybe a native NYer could shed more light on it. mbmbn
