To start with he never made a list of names public so there is absolutely no way to say that the bulk of the names on it were spies. He wasn't even consistent with the number that was supposedly on the list. He made at least 3 seperate claims (in the speech, to reporters the next day and a much smaller number in the letter to Truman soon after) all with a different number of names claimed to be on the list. His later list of communists in the Army was conclusively proven to not exist.
