Option 2 is only true in as much as if you look at every new contact as "the one" you will most likely scare the good ones off.
Option one - you don't have to kiss frogs - but you at least need to get out into the "pond", and not run a mile if you see a frog. Yeah there's some swamp life out there, but if you aim to make friends, it's not such a terrible place.
