An interlocal agreement for county-wide fire pro-tection that has been two years in the making is being sent to the Obion County Commission for a vote.
The Obion County Bud-get Committee voted at its session Monday morning at the Obion County Court-house to send the Interlocal Agreement for County Wide Fire Protection to the full commission for a vote when it convenes Oct. 18.
The lengthy and detailed agreement was presented to the budget committee by fire committee vice chairman Tim Doyle, who explained the committee met as recently as last week and “tweaked it a little.”
The agreement would be among the communities of Hornbeak, Kenton, Obion, Rives, Samburg, Troy and Union City, as well as the Obion County Emergency Communications District (E-911) as the fire dispatch agency for all municipalities in the agreement and Obion County.
The municipalities named would agree to provide rural fire service outside of their established town and city limits and would agree to expand their rural fire service areas as indicated on a map which defines the areas in which the present municipal fire departments provide rural fire protection.
Each municipality would agree to implement a standard subscription rate, with individual properties classified by a parcel number as listed on the county tax assessor’s map/tax card and a separate subscription fee to be charged for each parcel/address for which the customer desires to have rural fire protection coverage.
According to the pro-posed agreement, South Fulton intends to provide rural fire service outside its city limits as directed by its city commission in a designated fire service area and would not be a party to the interlocal agreement.
Doyle said the first year of implementing the program would be the most difficult as groundwork is laid, but he said it should become much easier the second year.
“I think we have set up a good thing,” he said.
Commissioner Ralph Puckett made the motion to send the agreement from the budget committee to the county commission for a vote. His motion was seconded by commissioner Dwayne Hensley, who said he noticed a lot of cooperation among members when he attended a fire committee meeting.
If approved, the projected date of implementing the agreement would be July 1, 2011.
The issue of county-wide fire protection has made local, regional and even national news in recent days in the aftermath of a rural South Fulton fire where firefighters from a municipal fire department could not respond because the property owner had not paid an annual rural fire subscription fee. Ironically, the issue of county-wide fire protection resurfaced and discussion of an agreement began a little over two years ago following a similar rural fire situation near South Fulton.

They fail to address sloppy open burning.   They need to fix that - before there is any sanity to the equation.

Had this happened here, the fire would have been put out. Then, instead of paying 25 dollars for a yearly fee, the owner would have been billed somewhere between 400 and 500 for services rendered. If the fire jumps into the woods, the Forstry Dept comes in to put it out and charges anywhere up to 25,000 for services. THEN there are the fines.
As part of the VFD, I learned how it works here. The 25 dollars is by far the better deal.

Mind you, the fees collected yearly won't pay for one month's worth of call outs, utitlites and maintenance. State and federal money pays most of the bills while the rest comes from chili suppers and fundraisers. And we DO NOT get payed to fight fires. We are volunteers.

When I was a kid a couple of the firefighters on our VFD (different town) threatened that they would come out and watch people's houses burn if they hadn't paid their dues. They were removed from the fire department for making those statements. I think thats how it should be. I volunteered to help my neighbors in case of fire or emergency. I don't give a damn if they paid thier dues or not. I'll help them if I can and sort out the bullshit later.

I was overly verbose on this thread.

I am so against open burning- that I wish it would be STOPPED. 

I will say tho-- that locals often make the best decisions as to what works in their locale.

Watch tho-  the open burning will continue.   And even for those who pay the $75,  I think it ties up a valuable resource-  when it doesn't have to.

Cooking, heating, electric-  we need that to live-  so those fires are understandable.

However there is NO excuse for open burning fires.  People could have been killed. 

Many people with burn barrels let plastics smoke all day.  One can not put wash out on the line, sit outside, or open windows.   Somethings the smoke even gets inside the house.

There simply is no excuse for open burning.  It needs to stop.

Here- some towns do not allow it- one town allows it ONLY on Wednesdays.

One does not need to burn garbage to run a household.  One does need to cook, to have heat, and electric.  (per electric fires)

One should be able to run a household.    It is rude to burn.   More and more people have breathing problems.   I see Gene, as trying to save money on garbage.   Many items are recyclable.   That would save on a garbage bill.  One can also team up with a neighbor to defray garbage fees.


The UK has it right.   No burning.

I bet people all over the country sent in their fee - after this.

Tazzy, homeowners insurance- I doubt would let someone forget to pay the fee.   This is WHY we have insurance.

The grandson- possibly a child- , are you not concerned over his lack of supervision?

TN- is a very  closed place..  They do NOT like outsiders.   

75% of the people on the one shoddy poll- agreed with me.

A person does have to show responsibility.    People go to jail for arson.  And in this economy some houses are set on fire on purpose- just for the insurance.

If one does have a fire a total loss is better then 1/2 loss- because the fund never cover the replacement.

Tazz-  your outlook is the govt can do anything.  The people there had their policy.  This is why we have rule of law.

Isn't is awfully convenient- that being your work in medicine- that open burning causes more assma attacks and sinus infections...thus making you more MONEY!

You have a financial interest in people STAYING sick from open burning.   If it were to be stopped your hours would be cut.
