I looked at it. Didn't mean too much to me. It doesn't/can't separate out the votes of actual service members but instead looks only at the votes of the broader communities.... Also, of course, when soldiers are deployed to cambat many families leave those communities. Young wives move back to hometowns to have help with children, etc etc. Seven of the 15 communities studied were in the deep south and presumably had both large Afro-American populations and huge black turnout. Of the other 8, one was "insufficient data", two showed an increased Republican vote, one showed a D pickup of less than the national average, two were from the two arguably bluest states in the country...... The data is reaaalllly, professionally, cherrypicked, and doesn't even measure military votes. Typical HuffnBlow spin, imo.
