I can understanstand one instance, of not comprehending the law, but after getting a ticket and having it explained to you, in less than 2 weeks, you decide it was more important for you to not hang up traffic, than obey the law? What I am reading is that it wasn't really your fault. You weren't responsible. The reason why you didn't learn the first time, is because you didn't accept responsibility for it. Whether that is because you won't or can't, I don't know, but I'm beginning to believe it is because you just aren't capable.
