Slow to change what? Globalization is possibly one of the hardest things to revert and they don't want to revert it. Income support and Job Seekers allowance is just enough to keep people on the poverty line and people who live on the poverty line often become depressed and disillusioned with life, so its no wonder they turn to booze. Tobacco and alcohol are not luxury products, they are addictive products. Brewers make extra strong beers and larger to directly feed the need of alcoholics or those on low incomes. Tobacco isn't priced so highly to discourage smoking but to recoup the taxes from the working classes.
But none of this is to do with 'the lower classes' opting out and not paying their taxes and all to do with a nation which has made an absolute mess of its economy. Its all to do with the changing policies that has fractured family values and close neighborhoods. Its a land full of tempting material wealth and false promises.

I agree about the bureaucracy but employing useless bureaucrats earns more money for the country. This system of bureaucracy creates more employment for higher earners and higher earners pay more tax!
Health care in the UK is already decentralized. If I had a particular type of illness that needed a specific medication, I would be given or be refused that treatment depending on what county I live in.

Actually it wasn't always like this. I used to live in a nation where public industry was nationalized. Public transport was uniform and successful, industries thrived and all round employment was buoyant. Family and neighborhood structure was stronger and very much re-enforced by the administrative systems. That all came to pass in the Thatcherite years where trade Unions were weakened, employment was re-shaped which directly effected the earnings of low skilled workers. Workers were out sourced and as a direct result, family units were broken. Council houses were sold off, which is fine in a booming economy but nobody thought ahead.
Where do you get the idea that English people don't consider export?!? Import and export is huge in this country and has been for many years. My partner and myself have just sold one of our very successful international male order companies and we have both been involved in export for many years. We attend local business management meetings and meet many others who are doing the same.
