The Law Congress passed reducing residency numbers was in response to the complaints about Physicians from other countries coming here to practice. Even a Physician who has practied many years overseas must do a residency here.

Seeing a pattern?

Please stop, you are embarrassing yourself. You started your premise saying Congress by passing the Health Care Bill will make doctors become scarce. Now it is capped residencies? How quickly could they be uncapped.....Please. The AMA decides who, what and where on medical school.....no if's, and's or but's about it. They created their own problem. Intelligent people have been aware that the "brain drain" enjoyed by the uS for so long has been shifting, and not just in the area of medicine.
Where will/do they go?

First place I looked at was Hong Kong. $750,000. In 2005

I think the ability to drive from your hospital in the US to your home in the US without the aide of a few armed guards could be one good reason they aren't leaving. And won't.
