The situation is I live in a block of flats, which I believe might be similar to the US apartment principle in that, owners and tennants live in seperate flats/apartments and we share a communal hallway and front door. Now those of us who have cats, all of us tennants were not aware of one of the block's rules that no pets were allowed, that rule surfaced after there was a complaint about the cats, so to be fair those who have cats can keep them, but no more cats or for that matter pets to be brought in.

The complainer was not so much of a complainer in that she sought the block administration's authority to install a cat flap in the hallway so the cats can go outside to take a dump instead of doing what they are doing, which is basically using her doorstep as a communal toilet, but the administration will only bend the rules so far, and do not want the hassle of installing a cat flap, as that is saying cats are allowed when it is the rules state no pets are allowed.

Now I have had my problems with this woman, but we have peace now and I can see her point, as I in her situation would be mightily pissed off that everytime I came home, or came out of my door, I would smell cat crap, and have to look where it is to avoid stepping in it, so although my cat is not the problem, because it is a house cat and will not go outside, I have taken it upon myself to deal with the problem, as I am aware that if nothing is done, all the cats could be removed if the administration chose to enforce the rules and that because the problem is not getting resolved, basically, I am guarding my cat's future.

I know which cat it is, as I have seen it making it's way down to her door, and have followed it and stopped it getting itself arranged to crap on her doorstep, it is a nasty little Burman cat, as it did in the summer use the area under my window as a toilet, the smell in the summer was horrible, because these cats, or at least this cat does not bury its' poop. But as the Burman has created a toilet smell under a neighbour's door, other cats belonging to the same owner are also joining in with the action, as I guess the smell is there, but that owner denies it is her cats, so to keep the peace though I know otherwise I do not tackle her about the problem, not worth the effort.

So as to solutions to the problem, I have been researching online for answers and I understand it is the smell, the cat's pick up that basically works like a big neon flashing sign saying take a dump here even if you don't need a dump, just do it. The smell we can't smell, we get rid of the obvious annoyance, but cats have a greater sense of smell and there is obviously persistant chemical markers there that normal soap and water won't eradicate. Bleach doesn't work either, that or disinfectant

So I am reading that one must use a cleaner that has enzymes in it that clean up said chemical markers, but I am asking what sort of cleaner that might be, I did think biological clothes washing solution, but am only guessing, does anyone know ?

Now until I find a cleaning solution to this problem, I have given the woman pure lemon essential oil to smear around, as I know cats don't like citrus smells, and I with the other neighbour whose cats are all not the culprits but are likely to get blamed like mine, we have gone halfers on a passive infra red cat scarer, the type that emits a high frequency noise that cats don't like, just to show two of the cat owners are taking responsibility, even though our cats are not the problem, that being the sonic cat scarer should not affect our cats, if it does, then they are clearly in the wrong place, and will learn just like the offenders. The cat scarer is yet to arrive in the post, so I am still looking for solutions to the problem in terms of cleaning and other deterrants, any ideas ?

But just to note, this is a problem in an indoor communal area, pepper doesn't work, neither does chilli been there with that one.

Go to your local ironmonger's.  They will have heavy duty cleaning solutions and can find you the correct one. Otherwise suggest she puts out a have a heart trap and calls the animal control officer to remove the trapped animal. If the animal is wearing a collar with id, the owner will have to pay a fine to get it back. If she's being fined several times a week, she will either get rid of the cat or turn it into an indoor one.

Two things I have found that work. Vinegar to clean it up.
Then try soaking the area in rubbing alcohol.
 
Other then that, what Des said.

After thoroughly cleaning the doorstep area, try placing a proper litterbox nearby with some of the cat's relocated fecal matter.  Sure, someone will have to maintain the box, but it would be a sight better than having to... tiptoe through the tulips all the time.  That, and odors are more easily controllable.

Don't they have cat boxes there? Our cats are indoor animals and use a little box, clay litter with some sort of green stuff in it, and there is a deodorizer plug in nearby. As far as cats being attracted to that neon sign of prior dumpsites... I would love it if anyone had an answer! My daughter has a bedspread that has been targeted for a year by my younger cat. We have tried vinegar, baking soda, different washing products and so far nothing has worked. If you go by wild animal standards, most animals will stay away from areas where predators spray. But what is considered a predator of a cat? My cats kick my dogs butt.

I don't understand how the cats are getting into the communal area? Even if people are allowed to have cats in their apartments, they should be prohibited in the common area.

I like the idea of trapping and fining to change the behavior of the owner of the offending cats, but would be sad if it resulted in the death of said cats.

Anerin has been faced with this problem for per haps a year now.

No one owns the cat- capture it and send it away.       This issue has caused him friction with that neighbor as she thought it was his cat.

(Rabies have made a come back here in PA.  )

Shoot the cat because the owner is an idiot? Great solution, seems that rabies has indeed made a comeback in PA, but the good thing about it is while apparently it is really painful, it doesn't last for long, just stay away from people and animals so you don't infect them....

The citrus smell could actually contribute to the problem in so far as that the cat will try to mask the "horrible" smell with the smell of its poop, I would clean the area and then use a spray that is bound to make cats relaxed, I have to find it, got it when we got the dog as we thought the cats might panic a bit - well, they didn't they smacked the poor dog around and showed her who's boss - but wherever you spray it, cats will feel very comfy and since they are clean animals won't foul up near by. The vet told us that the spray (quite expensive but lasts a long time) can be used for the purpose of not making cats pee or poo somewhere... So I would scrub it first, then vinegar and sugar soap (dunno why that one works but it does - we had a not neutered tomcat visiting through the catflap for a while and spraying the garage, euch) and then use a bit of the drops. The cats might sleep on her doorstep but they won't crap anymore...

Btw can they forbid cats all of a sudden? Since none of you knew that cats are not allowed, I wonder a bit where that comes from, I would have thought it has to be in the rent contract?

I may have misread, LadyC but it appears that pets were forbidden originally but people ignored the rule and got cats anyway. Now the landlord is unoficially tolerating them. He is nicer than I am in that respect.

Thanks, was wondering a bit because a block full of cats... I do like cats (even the one that tripped me up) but I'm not sure if I'd like tenants with cats, especially not house-trained ones...

At least Binx does not do this...if she wants in, she sits at the door.  She scratches the door to get back.  She knows where the litter bin is at.  She thinks it is her right to terrorize Little Bit, the dog.

The next time you see the problem cat, try taking a pic of it doing it's business and then show the stoopid owner that it IS her cat. 

Once a cat has marked an area as a litter area, it's awfully hard to get the cat to go elsewhere....that's why it keeps coming back.  And if it's actually marking, it's probably because the cat smells the other lady's cats inside.  And anyone who knows of any way to get a cat to stop spraying, pass it on please....KB does it to my bed, and he's already neutered!

Can you call the local police and file a complaint about her letting her cats loose and what they are doing?  It's actually destoying the property, and since she's allowing the cat out, she's doing it willingly, which would result in a criminal charge here.  Maybe if she gets fined without any danger to the cats, it might wake her up.  I know you are in England, so your laws may be different, but it might also fall under the auspices of a health issue too.  Or the actual property owner can file a complaint....worse comes to sorse, he can evict the woman and her cats!

Why not take the owner to Disneyland?


PS cat fines- at least in PA are almost never rendered.  A cat is not the same leash law as a dog. If one has a problem- the remedy is a civil lawsuit.   Even when a house had 76 cats-  it was months before the city stepped in and found a solution.

Before we got the cat flap that reacts to the chips the cats have, a not neutered tom used to visit and spray, after spending hours with the water pistol... Because he peed in the garage (bastard ruined a pair of Jimmy Choo boots - I was not pleased, but owner still thought no reason to neuter her cat...) my neutered boys wanted to get rid of the smell and peed over it and were quite stressed out, getting the dog took care of the cat "visiting" - seeing a very fat cat walk backwards at high speed was funny - the vet recommended using the Feliway that we bought for calming the cats down over the spots once cleaned, worked a treat, the only problem is that it's cats pheromones so the cats will then pick the spots as their fave places to sleep and roll around. Might be worth a try to stop him from marking your blanket...

LadyC, I tried that when I got Squeaks because the 2 middle boys were picking on her, and it made no difference at all.  I have no idea why he started doing this.  He didn't do it when I got the kittens, nor when he lived with 2 other cats in their house.  I've tried all the sprays on the market, but since he backs up to spray, it's not affecting him at all.  I'm going to have to go out and get a new set of box springs for the king sized bed, but have to find out how to protect them.

Shutting the doors won't work either, because he'll dig at the bottom and rip out the carpet on the floor.....he HATES closed doors!
