When getting the card, one self reports they have no mental defect or felony convictions. It would be nice if that were cross-referenced legally, but to the best of my knowledge, it's not. I think it would be great if Europe could stay less armed, but criminals will find ways to get them, no matter what passport they carry. Since it doesn't make sense to bring a knife to a gunfight, by refusing to even the odds, that's what a person who chooses not to arm him/herself is doing.
