Bummer-
Yet another state government has found itself deep in debt, and faces either tax hikes or severe budget cuts.

Just another example I guess of liberal governments spending their way into ruin.

Maybe they should elect more fiscal conservatives, who are business-friendly and...what, whut?

Its called a recession, stupid.

Texas has one of the lowest unemployment rates in the country and one of the best real estate markets. Unlike CA, NJ, NY and IL it did not have budget deficits until the recession. Cut education and health care for the illegals that are crippling Texas schools and hospitals. Done.

TN made its financial situation BETTER in the last 8 years just by making a lean budget. Dem governor, Republican Senate and split 50/50 house.
Our previous governor (Republican believe it or not) damn near bankrupted the state.

You consider a .4 billion decrease bracketed by a 3 billion increase and a .7 billion increase "shrinking the size of government"? Thats as bogus as the "Clinton surplus".

I too have never seen any republican govt. reduce the size or spending of govt. for that matter...for 40 years. BUT...

...those Clinton surpluses were not only real but he actually paid down some national federal debt to $6 trillion just in time for Bush & Co. to double the debt...blowing it all.

Amazing for some how history only fits their partisan needs. You can believe the world is flat if it suits you.

ORLY. Why dont you link us to some figures where the TOTAL national debt decreased?

You can't. It didn't happen.

Wilbur. When Sundquist left, we were being bankrupted by one of his pet projects "Tenncare" which was a state funded medicare for people who couldn't/Wouldn't get health insurance (sound familiar except it was the brainchild of a REPUBLICAN Governor). The state had ZERO cash in the bank and was being forced to consider a state income tax (We dont have one)
Add to that, Our bond rating had fallen so borrowing money was more expensive.

8 years later, Tenncare is GONE. Killed by a Democratic Governor. (yes, it was his Idea to do so. One of his campaign promises was 'fix tenncare or eliminate it').
The budget is balanced. Our bond rating is back to the top ranking and we have 400 Million in a "rainy day fund". This was ALL done without raising taxes.

THAT, is shrinking government. An entire bureaucracy and entitlement program ELIMINATED.

Even You can probably comprehend that eliminating an entire entitlement program (which was basically state funded socialized healthcare) makes government smaller.

OK, maybe you can't

I guess everything is bigger in Texas and so is thier defict.Flordia is another "red" state.The unemployment here has been at around 12% for the last year.I guess the "red" state idea isnt working out so well after all.

Now let's look at Clinton's tenure. Using the public debt figures, we see that the debt rose year by year during the first four fiscal years of Clinton's stewardship, then fell during each of the following four fiscal years, from a 1997 peak to a 2001 trough.

So using this measurement, Clinton is correct that "we paid down the debt for four years," though he did overestimate the amount that was paid down when he said it was $600 billion. The actual amount was $452 billion -- which was equal to about 12 percent of the existing public debt in 1997.

But what about gross federal debt? On this score, NewsBusters is correct: In each fiscal year from 1993 to 2001, the gross federal debt increased, because the increase in money in government trust funds exceeded the annual decreases in the federal budget deficit.

So by one of these measures, Clinton is correct, and by another, he's wrong.

"The discrepancy between the two concepts of federal debt in these years occurred because of program surpluses and the rapid growth of reserves held by the various trust fund accounts, such as Social Security," said Brookings Institution economist Gary Burtless. Social Security surpluses don't go into a "lock box" but are instead invested in government bonds; the proceeds of these purchases go into the general treasury, and when the bonds mature, the treasury is obligated to pay back the Social Security trust both principal and interest.

"The growth of these surpluses meant the rest of the federal government did not have to issue as much debt to the public," Burtless said. "In fact, the federal government paid off more of its old debt than it issued new debt to the public. Therefore, net federal debt held by the public declined."
