Do you realize the story in that link didn't even use the words "Maryland" or "passwords" and is, in fact, a story about the illegal immigration debate in Arizona?

Did you actually read the story or was this a typo?

Apparently the request was supposed to be "voluntary" as one tool to sort out people with gang affiliations. Seems they have suspended this while trying to sort the fall out.
