You missed the reverse psychology in "rich paying their fair share". The rich who have gained to most, as much 500% are not being patriotic, they moved their money to Switzerland years ago. What they are willing to pay is a small fraction of what they should have been paying for 20 years.
No amount of taxation will make up for that now.
Read the book "America who pays the taxes" by Bartlett & Steele and you will get the whole picture.
