Earlier this week, Rep. Paul Ryan (R-WI) embarked on a series of town halls across his southern Wisconsin congressional district. Ryan has gained notoriety in recent weeks as the architect of the Republican budget which extends tax breaks for the wealthy and phases out Medicare. House Republicans voted 235-4 in favor of the plan.

In recent years, credits for low- and middle-income families have grown so much that a family of four making as much as $50,000 will owe no federal income tax for 2009, as long as there are two children younger than 17, according to a separate analysis by the consulting firm Deloitte Tax.

Tax cuts enacted in the past decade have been generous to wealthy taxpayers, too, making them a target for President Barack Obama and Democrats in Congress. Less noticed were tax cuts for low- and middle-income families, which were expanded when Obama signed the massive economic recovery package last year.

The result is a tax system that exempts almost half the country from paying for programs that benefit everyone, including national defense, public safety, infrastructure and education. It is a system in which the top 10 percent of earners -- households making an average of $366,400 in 2006 -- paid about 73 percent of the income taxes collected by the federal government.

The bottom 40 percent, on average, make a profit from the federal income tax, meaning they get more money in tax credits than they would otherwise owe in taxes. For those people, the government sends them a payment.

According to the Tax Foundation’s Microsimulation Model, to erase the 2010 deficit, Congress would have to multiply each tax rate by 2.4. So the 10-percent rate would be 24 percent; the 15-percent rate would be 36 percent, etc., on up to the top rate, currently 35 percent which would have to be 85 percent. These rates are simply untenable.

There goes that idea that only the poor pay taxes,doesn't it?

Did any of them get a $3.2 billion check from the government like GE did?


And are we to bemoan the some of those more than 6,000 individual earners with incomes of over $1,000,000 (in some cases well above) in 2009 who merely broke even and paid zero tax but got no check from Uncle Sam? Not all of the over 6,000, mind you, I'm sure at least over half of them got a check too. But this definitely proves the inherent unfairness of our tax system when some millionaire earners get a check back while others suffer merely paying no tax.

People keep harping about the millionairs.... if one inherits his wealth and gets profits off investments it is taxed at a diffrent and less percent than income.....and anyone making that kind of income is not getting refunds.
What the progressive don't tell you is that diffrence OR that they have their eyes on everyones income.....and will get it if not thru income tax then thru taxing products and services ....ie the tanning tax.


The tax credit that most people in the bottom half of the wage earners get is not 31 dollars ....more like 3 to 6 thousand over and above anything they over paid. I made 20 thousand Dlost Y due to economy...but I stilll have a job!!) and paid in over 9 hundred federal taxes.....my credits with one dependent was 3thousand 2 hundred. I know a family of 4 making 60 thous getting back over 6 thousand dollars! And where did that money come from? The wealthy.

Our problem is not how much the govt takes in...its what they do with it when they get it and how much more they are spending over and above what the can ever hope to take in.

The govt once promised to put the s.s. money in a proverable lock box to be used only to pay s.s.....instead they put it in the general fund......now its catching up and will soon be paying out more than its taking in. Shit like that is about dumb and the progressivezs reble rouse....tell us it all the evil rich peoples fault and people fall in line....

Just yesterday he told a young man with low income that buying a house was just not an option....some people are better off renting......

Don't listen to that crazy republican......President Obama says rayanKs plan was gonna take away medicare and leave autustic kids and families to fend for them selves (not true). So don't listen to him........listen to the president....his momma got on foodstamps before there was a food stamp law.....he understands ur pain.......

Maybe if John Paulson paid his fair share of his income instead of trying to get his huge fortune declared tax free we wouldn't be in a fiscal "crisis."

If you work and produce income and hire people you should get taxed MORE. This is an incentive for you to do more and work harder! It's pure logic. Think about it. If you work longer hours, invent something that is popular and helps people, and you make money then the government should take more from you.. I mean a HIGHER PERCENTAGE! That way, you will have to work even harder and be even smarter and more clever to make more money and get taxed EVEN MORE! For instance, let's say you are one of those evil capitalists we keep hearing about (not any of Dear Leaders "crony capitalists;" since their minds are right, they are exempt from higher taxes). I say tax em at 90 percent. This way, Dear Leader has more money to give to people who need to pay their car payments or mortgage or rent.. or to buy booze and cigarettes (those are staples, you know... every American has a "right" to free cigarettes and booze.. IT IS IN THE CONSTITUTION DAMMIT and if it isn't it should be).

No one said the $31 was a tax credit... its the amount of the refund

Get your facts straight.

The example that was given was about a family of four making 50,000 a year... and the same souce they got their information from gave the refund amount of 31 dollars. Frankly, I dont know what you are on about.

Tough to be single.  I remember that bracket and only got a refund if declaring 0 exemption.

I always wondered why people should get a deduction for children.  The parents already know that it'll cost a lot to raise a child - why compensate through the tax code?

The money came from them.  They decided to have enough deducted from their paychecks during the year that they got a refund back at tax time.

You are confusing taxes paid with what is due on April 15.

That's me. Single, no kids, no deductions, high withholding. I sure as hell didn't get away without paying income tax (let alone make a profit) despite being 'lower income' this year.
That said, the Making Work Pay credit was nice, as I got a small refund because of it.

Actually, I doubt he got booed for the tax breaks as much as for the fact that his proposal cut back Medicare sharply, seeing who the audience was.

And as has been noted over and over again....even if that to 10 percent, which is paying 90% of the tax bill of this country, to give illing sacrifice as was paaying at a 90% rate, they still would not5 cover the debt. And loike it or not, that is not "shared sacrifice" as our "leader" called it, that is illegal confiscation of other;s earnings. Like it or not, Eddie...people are going to have to figure out what they are willing to give up.
