Google Scholar does link to full articles where possible, but the underlying issue is that many academic publications are not free. Fair enough. I wonder if there is a way to link through my university, though. I can use my school's library system, but it's in Korean! On the original topic: What Google could do better is a pretty broad topic, and there are many different segments and perspectives to answer that question from. Are end users the only view you're interested in? Advertisers, public policy makers, privacy advocates, content rights owners, company shareholders, internet service providers, web developers, Android device manufacturers, various governments – all of them are going to have different ideas, sometimes opposed, about how Google could "improve" things. Also, Google is involved in a fairly wide range of different areas, each with some of their own issues. Are you focusing on any particular aspect of their business? If not, it might make sense to think about narrowing it down some. Personally, I wouldn't mind seeing more improvements with stuff like this from them: What we're driving at. Probably not one of their core competencies, and not one with an immediate market… but still more interesting than another evolutionary improvement to search, at least to me.
