Well, I watch some tv shows on Hulu and there is one called Ultimate Force about one unit of the UK's SAS (Special Air Service) which is another very elite force like the Seals, etc. In nearly all of the episodes I watched, they killed the bad guys even when they were already down on the ground and already hit & helpless, they still did kill shots. They made sure those guys were dead. Then they moved on to continue until all the bad guys are dead. Now I know that is TV and who knows how realistic it is. But, it may be that in real life it is fairly standard to just kill the targets and not screw around with wounding/taking them alive. It would be interesting to find out if that is the case. Even tho that was tv, I found it really weird to watch, to see the soldier (one of the good guys) go up to someone bleeding on the ground and unable to move and shooting another one or two bullets into the guy, the soldiers would do it without hesitation. Anyway, I can understand doing that in real life too, its kill or be killed and you dont want to assume someone is subdued only to have him shoot you dead. As far as OBL goes, there would be split second decisions made and to hesitate can mean you give him the few seconds he needed to grab a gun from a drawer or under a bed or cookie jar and shoot you dead instead. I can see the soldiers simply not wanting to take the chance with their lives and being safe rather than sorry. They want to go home to their families in one piece.
