Maybe the police had information stating the woman in question was at the residence in some verifiable manner? It is a matter of process that police will show a person the actual search warrant. The man was held, I would suspect, until it was confirmed that he not only had nothing to do with his former wife's legal obligation to the US Dept. of Education, but also didn't know her location or manner to contact her. If the man in question feels wronged, he can take the matter up in court as per of his 1st Amendment right.
