www.water-hole.com uses lockingbuckles on just about all their items. also a locking post for less bulky look.

Master got my padlocking collar on ebay, its steel and handmade and came with a heart shaped padlock which wasn't great uality so He replaced that but the collar is nice, its  from medievalprops.

I will add to the list of leather craftsman and I must say that Paul's work is the best I've seen bar none. (and I live in SF) Check out his site at www.offrampleathers.com
He doesn't have his collars and smaller items on his page yet, his specialty is clothing but after 13 years doing customs, repairs, production, design and alterations for Mr. S, he can make anything you can dream up. He's done my collar which for personal reasons is very soft garment leather, my girlfriends collar is being made as I type and the boy has two collars from him, one hardcore locking bondage collar for leather events, and one that is his sissy boy collar.

This post is probablly long dead but it sounds like the collar you are looking for is like the one I have. It's leather and has a ring on each end and its locked on with a padlock.

Ok, maybe its just me, but I believe my slave must have a collar unique to her and as special as our relationship. Not to worry there are MANY ways to make ones that are locking, discrete or secure. If you want to keep it simple, just start with a high quality leather belt or purse strap, (or one made of eel, snake or an exotic hide) cut it to length punch a hole in opposites ends to get the right length and then insert a locking post, (order from Sartan's Leather), and you are done. To make one more "discrete", just go to jewelry shop order a length of chain you like, have them attach rings and then add a pretty lock. To make a more secure collar just go to Dom Depot and buy some "plumbers tape" steel  strap with pre-punched holes. Wrap the steel strap with soft leather (garment leather) or with velvet and glue in place. Them put it around your slave's neck and line up the two holes that fit and push the lock post through from behind, slip the lock through the hole and you are done.

I wear a real locking collar, its rather simple and I wish I could show you the picture of what it looks like, but I guess a description of it will have to do.

Its a simple but heavy chain, large enough to go around my neck with a little bit of breathe room, and lock on the front binding it together. The lock cannot be removed without the key, and its obvious that its a collar when you look at it. Perhaps I could ask my Master where he found the collar at, then send you a link.

www.chaoticcreations.com has some collars in sterling silver and gold that are seamless and lock also by allen wrenches and screws; but, they are very beautiful and can be worn in public.

I forgot to mention they can make the collar of steel w/gold anodized on it,so it will not rub off ever. I spelled that wrong, but you get my meaning. pretty,and very sturdy.

I recently some gorgeous pieces at a fetish vendor's fair.  They were steel collars, with a single hinge at the back, and a V-front style.  A strip of black rubber covered the back and sides of the metal strip.  The lock, and the single D-ring, were an integrated unit in the front of the collar, that used a tubular key, like U-bolt bicycle locks.  Very clean look, very classy, and very obviously locked on to even the most casual observer.

These were definitely collars that you buy for a specific sub, though, rather than velcro collars for playtime with whoever.  Only a very small amount of adjustment was possible, so you need to purchase a specific size.  (the manufacturer correlates their sizes with shirt-collar sizes.)  Very pretty, very secure, and quite expensive.  Not for everybody.
