Status: offline 		To the OP. The rule was proposed but it lasted about 5 minutes before people on both sides of the aisle decided it was a really stupid idea. Things like that happen in Washington all the time.

As a matter of fact, his opponents called him a "heathen," which was the word used for "atheist" in those days.

His Thanskgiving Day Proclamation, however, has phrases such as "No human counsel hath devised nor hath any mortal hand worked out these great things. They are the gracious gifts of the Most  High God, who, while dealing with us in anger for our sins, hath nevertheless remembered mercy. " The proclamation is in Sec. of State Seward's handwriting.

When asked (in private by Judge James M. Nelson) why he DID sign the Thanksgiving day proclamation, given his well-known aversion to religion, Lincoln replied "Oh, that is some of Seward's nonsense, and it pleases the fools.

PERRY: Oh, I think there’s a lot of different scenarios. Texas is a unique place. When we came into the Union in 1845, one of the issues was that we would be able to leave if we decided to do that.

My hope is that America, and Washington in particular, pays attention. We’ve got a great Union. There’s absolutely no reason to dissolve it.

But if Washington continues to thumb their nose at the American people, who knows what might come out of that.

It depends on what you consider "legend". He did say it, but it may have been spun beyond his literal statement...maybe not beyond what he implied.
