To the OP. The rule was proposed but it lasted about 5 minutes before people on both sides of the aisle decided it was a really stupid idea. Things like that happen in Washington all the time.

QUESTION: What do you think about the idea of secession or sovereignty for your state? PERRY: Oh, I think there’s a lot of different scenarios. Texas is a unique place. When we came into the Union in 1845, one of the issues was that we would be able to leave if we decided to do that. My hope is that America, and Washington in particular, pays attention. We’ve got a great Union. There’s absolutely no reason to dissolve it. But if Washington continues to thumb their nose at the American people, who knows what might come out of that.

Those are cute but it might take him more than a few cute quotes when he has to start explaining the debacle which is the TX State Budget or the stimulus money he took after he so proudly declared he wouldn't, etc.
