While I don't think it's all that organised, neat and tidy as you present it, I know that Western powers, more specifically the right-wing ones, benefit from the "axes of evil" (and probably to a certain point maintain it) as it feeds the necessary fear in its citizens in order to justify throwing a whole whack of money and energy at wars, because a public living in fear is a subservient one.

And in maintaining fear in home countries, military spending is justified, so to the countries that they buy energy from, they proudly display their military capability as some kind of vieled threat, deal with us on our terms or we coud take what you have. Unfortunately reecent expeditions overseas have to some extent questioned the western military power to the tune of as it all just bluster and front, as what the world is seeing is a military machine challenged and held at bay by what amounts to basically irregulars, people who would otherwise be perhaps tradesmen in times of peace, not professional soldiers.
But what I was trying to get at with the OP, is when people are elevated to positions of wealth power and influence, things like religion tend to be forgotten, so if by chance Islam did hit the west in terms of politics, would they be any different from what we have now ?
Or would things carry on relatively as normal bearing in mind a multi cultural population has to be treated the same to be called democracy, and to remember in our western governments there are already elements of what we denigrate the Muslims for, Gays in the military for example as to understand the issue of acceptable homosexuality is not that long accepted in our western world either, how long ago was it that gays were persecuted in our culture ?
If we in our world have been what we criticise others for, how can we, when it is in our history too, and in some cases recent living history.
Now we in our world have largely thrown off the shackles of religion, when others of a bogeyman status do so, or have done so, will we recognise it, or apply the skin colour, culture and ancestry test to maintain an enemy to fear, arm against and subjugate others through fear ?
