Off the top of my head, I said No, and I am sticking with that. I can see the point of the background check, but if that is the case, they should just make you go pay for it, or for the fingerprints! I have done that, and have no issue paying for a specific requirement like that, or paying for a training day. It's the random amount that bugs me, and the non specific "costs". And as for the $100 commitment to use YOUR animal that YOU are maintaning, as a visitor? Absurd.
