A good bit of how it works in government during wage freeze time is creating new positions or moving people around to accomplish the same thing. I worked in government for 8 years. Not saying it's an Obama thing. It's just a government shuffle. And if you want the really pissy part of it, are those who go into positions who are totally unfit for them - because they know someone. Shrug.
