There's substance to all his speeches, Wilbur. Of course, that substance is very similar to what the dogs leave piles of, out in the yard. Besides, what he says in his speeches has nothing to do with what he actually winds up doing, anyway.

If he really had a serious jobs bill he could have had it printed and sent to Congress already. He's the one making the unemployed wait.
