Under AFDC and the early days of TANF black families outnumbered white families by 25-30%. I doubt things have changed that much. And of course even if white families outnumbered black families by a signfiicant margin, adjusting for overall population ratios would certainly support TH's statement.

It`s income level and if there`s kids. But because a disproportionate number of blacks live in poverty,the grumpy-creepy-cons turn around and make those blacks who are poor,the villain in this. This illistrates the darkness of the conservative mindset best.Make the victim of poverty,into the bad guy. In NJ,if you don`t have kids,you`re on your own.There`s no welfare for those folks. It goes state by state but NJ has ususally been one of the most liberal.So I imagine the middle states have even less available to families with children. We`ve already reformed welfare, more than a decade ago. Now, we should reform corporate welfare, to the tune of trillions. Don`t listen to cons when they whine about "welfare".It`s automatic for them,they can`t help the reflex,it`s so burned in.

If you are willing to put up $500 that says I can't find you that one documented instance, I'll go reading grant agreements with DV and homeless shelters, and the final reports of welfare test programs that include the selection criteria that were used to assemble the participants. It still won't be today.

So you can't. That's not surprising since SCOTUS ruled years back that anything of the sort was forbidden. Having recently had to deal quite exsyensively with the state and federal programs that youwould call welfare I know no such preference is in any documentation I saw.
