Ah, here we visit well trodden territory yet again.

Better to foist mankind's concepts upon nature and organic cultural and social development yet again, rather than allow natural evolutionary process. Harsh measures against nature in the way of chemical fertilizers and pesticides and GMOs we are now besot with by this same line of thinking. Man's 'thinking,' wherever it happens to stand at the moment, trumps natural development at every juncture, so it seems.

What has existed for millenia can neither be prohibited nor 'promoted' by any latest 'fad' of law. But you people keep deluding yourselves otherwise, if that feeds the delusion.

Oh dear! I'm so disappointed! I've just realised that Perry's latest anti-queer tirade means that the anticipated message of support from the Governor won't be posted on this thread ......... This is shattering news! Pops, whatever shall we do now?

I would never describe having standards for whom we give foreign aid to as overstepping bounds.

You are spot on there regarding the US having standards of some sort towards foreign policy. Read the article referenced in the OP and it is plain to see that the standard for giving any consideration to other countries is that they posses large reserves of oil. The list of countries enumerated in the article makes that abundantly clear.

That being established, not everyone would describe the US' and UK's contribution in that realm as being "aid."

Some people just don't appreciate what we do for them, you know?
