The same page on wiki that has been cherry-picked in Sanity's post alerts us to the context in which this advice was given to Saddam by the US Ambassador:

"We can see that you have deployed massive numbers of troops in the south. Normally that would be none of our business, but when this happens in the context of your threats against Kuwait, then it would be reasonable for us to be concerned". http://en.wikipedia.org/wiki/April_Glaspie

So, Saddam's threats are flying around like confetti, Iraqi troops are massing on the border and all the US has to say is that it has "no opinion"! Significantly, the US doesn't make any objection to any military action by Iraq. No indication of any US response to an Iraqi invasion is given to Saddam. The possibility of direct US military response (which is what happened) doesn't merit a mention. Saddam has been given every reason to believe that the US doesn't care if he invades.

In diplomatic terms, the above is clearly a signal that the US isn't going to get involved, it's going to turn a blind eye. This confirms Aswad's claim that the US gave "implied prior approval". Sanity's attempt to re-write history to suit his ideological neo-con position fails. It fails thoroughly, unambiguously and pathetically.
