They can't.
Even trying to extract such a promise in the first place is probably unconstitutional. They'd have more luck trying to legally enforce a Gorean slave contract than that bunch of nonsense, I suspect...

The majority?

No dear, the majority has been voting party lines for years. Parties want the government to flourish and increase in size so politicians can leave office with millions, businesses can continue to do business cheaper and cheaper with more handouts and they all can ignore the "little man".

Actually it is aimed at keeping Democrats from voting in the GOP primary. They're afraid we'll doy what Rush and his minions couldn't do in 2008.

I hope they check drivers licenses, (GOP might want to fuck all that big government voter ID shit it is hurting them as badly as some of the other stupidity they are slinging around), I would hate to see Mickey Mouse showing up for a goof at the polling station and writing in Gingrich and failing his oath.
