Party now declares it a tie after some new Santorum votes 'show up'.

Why am I not surprised?

Who cares?  It's NOT a winner-take-all.  This does not affect the number of delegates each receives.  I find no difference between Romney winning by either votes and Santorum winning by 32 or whatever.  It's a tie for all practical purposes.

There is a quirk with how they deal out the votes here. Even though they might have effectively tied, Santorum will still receive one more delegate than Romney.
