I think he wants a couple of submissive girls who are somehow like Tank Girl, and will kick anyone's ass that he says to, presuming I'm translating correctly. The poor substitute for even American English in that topic is almost headache inducing.

I believe you need to construct a level 3 hall of justice first and have researched both artillery and fashion to level 5. After that, you can construct a supply depot and upgrade it to level 5 also which will allow you to start training tank girls.

PS: You need to have sufficient farms and barracks before starting this.
