No idea. I was just trying to translate his horribly broken sentence into something comprehensible. Ironically, though the sentence I was able to come up with is comprehensible, the request still isn't. Go figure.

I believe you need to construct a level 3 hall of justice first and have researched both artillery and fashion to level 5. After that, you can construct a supply depot and upgrade it to level 5 also which will allow you to start training tank girls.

PS: You need to have sufficient farms and barracks before starting this.
