I surmise that there is a high crime rate in that neighborhood, for otherwise: why have a neighborhood watch? Are there statistical correlations between that crime rate and other parameters in that neighborhood? Like atheism, circumcision, ethnicity, unemployment, education levels, ugliness, occupations, littering?
