I do not remember if it rose to the level of a mandate but they wanted every one capable of shooting a weapon to buy 2 of them. One to use and bury the other and if they could not afford one the government would pick up the tab and supply one for them. probly one of their buddies in the arms biz, it is after all what governemnt since the year 1000 and the norman conquest is all about :D
