A collar for example, is a symbol of ownership, and while wearing one a submissive may find it easier to get into a certain mental space that is not otherwise easy. However, our inhibitions are not dictated by articles of clothing. What is true for you now, in this moment, is still true to you nakked or wearing a collar. Inhibitions may be the wrong term for your question. As to lowering submission, that is a loaded question. What is true for some will most certainly not be true for others. Submission is in my personal opinion, something inspired. You may have submissive tendancies, and possibly even a totally submissive personality, that does not mean you are a doormat for every person that comes along. Just because a submissive may find it hot and exciting to be dominated in the bedroom does not mean they want the folks at the grocery store barking orders at them. Articles of clothing has no bearing on how a person feels about that. Perhaps in a humiliation sense it is possible to create a situation in wich this could occur, though I believe that is possible to create such a response regardless of attire, and have done so on many occasions.
