I sorta considered this, (I would use a green dot card). The nominal fee forces you to:
1) get a visa or similar.
2) pay the carrying costs of that visa.
3) Load it with the minimum $20 I think.
4) The card could verify the country and sometimes the city.
I do agree with your walk carefully analogy. We usually require proof of life type pics from those who also value their privacy . (a pic of a newspaper from the city they claim to be from, the collar me name written on it and either eyes peeking over the top or similar.)
Not fool proof but.... as to the OP, the mods post of why there is no list is quite convincing. Lots of smart folks on here so my 'brilliant' idea has most likely been examined and found impossible to work in the real world. Reality does have a way of doing that to some of my 'brilliant' ideas.
We have been lucky and meet some wonderful submissives on the site. Some we have visited when we traveled and we actually have started a ltr with one. (something we swore we would never do.. but you don't pass up on the unicorn because it lives in a far away forest).
