Rule: Note that at this time Paul considered the converts to Jesus to be Jews, not Christians. It was only later that the converts to Jesus called themselves Christians.
In essence what Paul is saying is: "You are a good guy if being good is in your heart. You cannot call yourself a good guy simply because you are circumcised and keep to the letter of the Old Testament. Goodness has to come from within, not from what is outward."
