Anyone can sponsor and moderate a debate as long as they can just get the candidates to show up. Most interest groups don't have enough resources to make it worth their time though. The League of Women Voters sponsored the Presidential Debates in 1976, 1980, and 1984. I'm not sure if they ever had a female moderator, but they had some influence over the topics covered in the debate. When they backed out in 1988, the Commission on Presidential Debates took over. Don't be fooled by the name. The CPD is a privately funded non-profit and does not have to subject itself to the whims of petitions or activism. -SD-
