It's not a hoax, tweak. I'm going to guess the following has happened. Councils for some of the coastal towns have looked at the reports and realized they are going to have to spend some serious money to prevent flooding in the future. (planning ahead, what a concept). The only way to do this is to raise property taxes on those who own the property to be protected (I think that's fair, if my property is being protected, I should pay for it). These people (the ones who have all these huge beach houses) called their state reps and complained. The state reps pushed this thru the general assembly as an anti global warming witch hunt.
In a couple of decades when coastal flooding necessitates the expenditure of Billions to fix it, guess who is going to have to pay for it? The American taxpayers.
Liberals are supposedly those who want their lifestyle subsidized by the taxpayers. Who are the "liberals" in this scenario? I say it's the people in the coastal towns who don't want to pay to protect their own property and used their political connections to get this passed.

As plausible as your explanation is, I'm sure you'll understand why the mixture of blind avarice and crass ignorance outlined in your post leaves me feeling more depressed.
