I say it's the people in the coastal towns who don't want to pay to protect their own property and used their political connections to get this passed. Thanks for taking the time and trouble to offer an explanation HW. As plausible as your explanation is, I'm sure you'll understand why the mixture of blind avarice and crass ignorance outlined in your post leaves me feeling more depressed.
