I happened to live through it.

I was on welfare for nearly 3 years with my kids while I was fighting to get on SSI due to my out of control bipolar disorder. When I was finally approved, I had to pay back every penny that I had received from welfare. And it was mess, too, because they literally tried to take every penny and not just the portion that I received for myself.
I handed the cash over to the county office the day after I received my retroactive check.

That was years ago and things are done differently now. Now the states (all of them) work with the social security administration to recover any money due before a check is even issued to the person receiving social security. If it had been that way back when I first got on SSI, I wouldn't have had to pay $400 to cash my check (I didn't have a bank account) of less than $5,000 and then walk nearly $1,000 cash to the county welfare office. My retroactive check would have just been that much lower in the first place and I would have had the time to open an account. Long story short, the welfare office gave me 3 days to make payment but the banks all wanted to put a hold on the check for 10 if I opened an account.

A retroactive check is the very first check a social security recipient receives. It is the money due upon date of approval for social security and goes back to the date of initial application. I hear these days they don't give checks in large amounts like I had gotten but spread that retro-money out across several months. They also have a maximum limit not always going all the way back to initial date of application on claims that take an inordinate time to settle.

Rob, your link has to do with over payments made by the social security administration.

What I'm talking about is reimbursing the state for the help they've provided a person via GA cash assistance while that person awaits determination from social security. Here is a simple explanation.

You may qualify for these funds only while you wait for SSI benefits. Your state or local government may have other emergency funds available as well. It takes the amount you received from your back payment or retroactive payment and returns it to the agency. Some states supplement SSI benefits with state funds, and these funds do not require repayment."

In PA SSI is supplemented with a payment of $22 a month (I think, might be off by a dollar or three).

Or try this. Monday morning, call any department of public welfare office in the country and ask them if you apply for cash assistance because you are waiting for a decision from social security if the cash assistance will have to be repaid when you are approved.

When I say welfare, I mean state welfare, when I mean SSI or any other program from social security, I have been clear. Though it can be argued that SSI is nothing more than a federal welfare program for the disabled who have little or no work history to qualify for disability.

Geez, this reminds me of the time I tried to explain to somebody how SSI does not use money in the so-called social security trust fund. Though SSI is administered by the Social Security Administration (thanks Nixon), the money is not taken from social security funds (that "fund" that we pay into with payroll taxes).

A poster said something about somebody not taking a job because it might hurt their SSI. Thats the problem. People figure why work. Always take the free money. I had an article from a newpaper that said (at the time 8 years ago) you would have to have a 32,000/yr job paying taxes to be equal in benefits available to a welfare recepient when you factored in all the benefits available. Housing assistance, cash assistance, food stamps, free healthcare, etc etc.

If a person made $100,000.00/yr but liked to drink a $1,000.00 bottle of wine a day, smoke $200.00 cigars, eat $500.00 meals everyday, then cried he had no money left at the end of the month, would your heart bleed for him too?

I got an e-mail cartoon. It had a woman at the supermarket behind a cart full of lobster tails. The lady with the lobster tails paid with an acess card. The caption under it read, gee, I wish I could afford lobster tails like that lady with the acess card.

Go to your yellow pages and look under "atorneys." there will be a lot who claim they can get you SSI disability or no fee. Your own common sense tells you lawyers don't waste their time or advertising budget on ventures that don't pay! With money getting tight, it is going to be harder to scam disability.
