NO, not so much the issue. Lower rate of drivers licenses, yes, but the current address is the issue.......they may be in the voting district but different address, the voter id laws wont permit it.......duh? DUCY? They had to move alot of them, and bounce from place to place, the mortgage meltdown and whatnot....... higher than white populations per cap.
