Our backyard backs up to a main street and has chain link fence along the sidewalk. It's the main route for kids walking to school.

The boys are pretty good about everybody going by. Mac generally doesn't bark, he stands at the fence looking happy with his tail going in a circle. Raider will bark a few times, but not manically. Matter of fact, an older woman that speed walks by the yard started talking to him and he no longer barks at her at all. He just trots down the fence line with her.

There's a day care up the street. Two women walk by pushing strollers walking with eight children. They look to be between ages 6-8. When they come by the kids start screaming at the dogs, we've caught them off the side walk, shaking the fence and one time beating on the fence with a stick. The dogs go bonkers and start barking manically. The women do nothing.

We've asked three times that they not yell at the dogs. The first time, the women pulled the kids away from the fence, but did not tell them to stop. So, now they don't come up to the fence but still scream at the dogs.

I feel bad for the neighbors (the neighbors have been great) and after they come by the dogs are amped up for the rest of the morning barking at everything and anything.

I've started joking that I'm turning the sprinkler on when they come by, but honestly I'm at a loss at how to get through to these women to do something about the kids. Someday one of those kids is going to antagonize the wrong dog or a dog that is not contained. I really don't want to have to lock the dogs inside the house every morning. Eventually, we will replace the fence with a solid fence, but it's low on the list of repairs.

Go to the owners of the day care and REPORT the issue in very firm language. And... while I hate the police, I would also start a paper trail there that your dogs are being harassed. A preemptive strike, if you will.

Also take pictures or video footage to show what is happening. A picture/clip is worth a thousand words. Let them see you taping, it'll stop things pretty fast I think.

You might tell the day care owner that you feel it's wrong that the children are learning to harass animals and they might suffer a consequence someday by getting bitten by someone else's dog if they think they can continue that type of treatment to any dog anywhere. The day care workers should be modeling good behavior towards animals by actively trying to stop the children from harassing them otherwise why are they working at a day care center?

Oh gawd yes. Not everyone is a responsible dog owner. Those kids will be badly mutilated by someone's dogs if they don't learn to stop their behavior, it's only a matter of time.

Frankly, I'm not sure the day care will even try to stop them, these days people are so loathe to interfere with anyone's parenting, even when it's so obviously very bad parenting. The police are a better bet to make the attempt since it is so clearly a potential danger to the kids.

And do take video, otherwise it is a she said he said and that gets you no where. And while you're making the video, make sure and let them know a copy is going to your lawyer.

This may at least stop them from harassing your dogs, probably not other people's dogs. But you know, sometimes there is no way to fix stupid.

These women are day care employees, right? Do complain about them in writing to the day care center. And take video.

I did not get they were employees of the day care, I assumed they were mothers of the children walking the kids to day care.

Important differentiation.

Agree completely that once people know they've been filmed, it says you're serious what you've asked them to stop doing.
Make sure you get your voice on the recording, asking them to stop the childrens' behavior and reiterating that you've asked them previously to do the same.

Also, sprinkler is a great passive way to keep them away from the fence.

Take video. Tell these dumb bitches you are taking video.
Make complaints with the police and your city. EVERY. TIME. IT. HAPPENS.

And turn on the sprinklers because that would be fun to watch (be sure to post the video of them getting splashed as the water goes on when they walk by...inquiring minds and all)

I had a neighbor that used to go out of her way to harrass my dogs. To the point she would put holes in my fence.
One day she was up to her antics, encouraged her little yippy dogs to run along and bark at the fence while she smacked it with a stick and screamed at my dogs to get them riled. She (must have forgotten) didn't pay attention to the head sized hole she had put in the fence a couple of days prior that I hadn't gotten around to fixing yet and one of her dogs stuck it's head through. My German Sheppard grabbed and shook the dog. It was ok, maybe a couple of holes in it's neck, but it was fine.
When she presented me with the vet bill and her snarky ass attitude, I took it to the city whom I had now had an established relationship with including written reports, video etc over the incedents this woman had been causing. They told her to pay her own fucking bill and put up another fence or they would take her dogs away for abusive behavior. :) I win bitch.

I think everyone's righht about reporting it to the daycare. Most local businesses get Very. Unhappy. if they start getting negative reports from neighbouring residents. You can describe these women, how many children, the prams and their behaviour. I think like Hibbie said, it wouldn't hurt to see what the police advise.

Lots of great advice here. I just wanted to add that while it is very kind of you to be concerned about the children getting hurt from other dogs, the real issue is that you have EVERY right to protect your dogs when they are in your yard, from this type of behavior - I mean it really is harassment. Don't even begin to think you need to justify it in any other way. I hope the behavior pattern of these children stops, not necessarily for their sakes, but for your dogs.

They are either owners or employees of the day care walking the children to the elementary school down the street from us.

I'm afraid if you go to the police you will end up with the problem not the women with strollers. As others have said talk with the women...tell them your problem, they may not even know there is one, and maybe they will control the children or go a different way.

Maybe, if the dogs can be trusted you can get the kids and dogs to be friends. Have them on a leash and let the kids pet them and feed them a few treats. There is a difference from a friendly play with me bark and a I'll bite you bark.

If all else fails you may need to provide a different area outside for the dogs or if the neighbors are calling the police for loud barking you may try shock collars...as a last resort.

That changes everything. I wonder what those parents would think if they knew the daycare workers (or worse yet owners) were teaching their kids to be bad dog bait?

Video tape the event, preferably more than once.

Talk to the kids in your neighborhood (its my experience the kids know everything going on in anyone's neighborhood), show them the tape, find out who the kids are being walked, and thus determine who the parents are. Contact the parents and show them the tapes. When you do, suggest they contact whatever entity is responsible for licensing daycares in SoCa.

I suspect the parents will deal with the problem promptly, hopefully by putting the daycare out of business.

I don't really wish to involve the Sheriffs Department. They cover Santee, Lakeside, parts of El Cajon and parts of Ramona...which is a large area and I don't wish to take them away from things that far more important.

There are two day cares in our neighborhood, both home operated. I'm going to figure out which one and approach the owner. I'm also going to video tape when they come by. If one of the women walking by is the owner, I probably won't get much response since we've already asked three times. But, I'm standing there with a video recorder will get a response.

Although, I really want to turn the sprinklers on the little buggers.....

i'd go with the video footage stating clearly that you intend to send copies to the authorities. day care centres have rules to stick to, and they have a duty of care to the children. allowing them to wind up your dogs just because there is a fence between them is not caring correctly for these children. i would also write a letter to the centre stating that if they allow this appauling negligence to continue you intend to take civil action against them for the distress caused to your dogs.

make sure you state 'duty of care' because these people do have that which covers antisocial behaviour in the children. the fact that the fence is there is not a reason for them to neglect their duty to the children.

I would also add that while videotaping, you audibly state the date and time of the confrontation (even though your camera probably auto-records this.)

Don't hesitate to 'bother' the sheriff or local police, even the Animal Services department. That's what these folks are for, and should it go to a lawsuit you will need all the 'official' documentation you can collect to show you followed 'due process' to the letter. Film EVERYTHING, EVERY TIME!

Please let us know how this turns out.
