I simply indicated to the fact that there is the police state USA, and citizens having guns is extremely irritating to the officials. They just do not feel comfortable. For example how do you do random street body searches safely; some people may react unexpectedly. The Soviet Union had elections. This probably answers your elections reference. There are no conditions for armed rebellion in the USA. Under self defense, I simply broadly meant defending against criminal acts. Projecting the trends (raise in poverty in particular) into the future, it is safe to assume, ten years from now an average citizen needs this ability.
