Steel boning, always. You need stays (laces) that you can adjust to your shape. You don't need shoulder straps at all and, if it has them, it's not really a corset as much as a corset-style top. You can wear an over-bust corset with nothing under it and you can wear an under-bust corset with a blouse underneath it. Either will work as outerwear. As far as materials go, brocade is a popular choice but any pretty, durable fabric will work. It just depends on what look you're going for and what you'll be wearing with it. Ms. Martha's has wonderful corsets and there are quite a few good corsetiers online. However, the best thing to do is to go to a corset maker and have your measurements taken for a custom job. That will give you the best fit but it won't be cheap.
