Society has plenty of labels for those who don't conform to gender norms. Still tom boy or sissy are more about how one exists in the world 24/7. Cross dressing is seen as more of a recreational past time for personal enjoyment, not a 24/7 existance. Labels and definitions are limiting since they make assumptions about how people will behave.
