These conditions did not develop out of malice or plan, but because no one at the time understood what it took to house thousands of POW's. The Union's Fort Delaware was dubbed "The Fort Delaware Death Pen," while Elmira prison in New York saw nearly a 25 percent mortality rate. However, Camp Douglas in Chicago is considered by many to have been the worst Union POW camp. There is a reason for the resentment in the south about losing the war. The southern states did nothing illegal by leaving the Union, and it was not about keeping slavery that they left. The reason was state's rights. In the years before the war, representatives from southern states in Washington put forth ideas on how to actually end slavery the senators and representatives from the north would not even consider. The British Empire ended slavery in probably the best way possible, the Government used Eminent Domain to purchase all the slaves in the empire, and then promptly freed them, and declaring slavery illegal in the empire. Considering how much of the South's wealth was tied up in slaves, freeing them as Abraham Lincoln did with the Emancipation Proclaimation effectively bankrupted southern plantation owners. After the war, business men from the north came to the south and bought up plantations at dirt low prices, effectively eliminating a whole class of people.
