I didn't say no treaty but I have concerns about this one. Problem is that the nations that wnat to get weapons in the wrong hands will sign any treaty and simply ignore it. One way would be to enforce embargos, that would be far more effective. We have seenone embargo after another ignored without penalty. I'd imagine that States that violate the Treaty and refuse to desist, will be subject to arms embargoes and other measures. A model for enforcement procedures might be the manner in which the Non-Proliferation Treaty is enforced. It is normal practice for the operation and success (and/or failings) of such agreements to monitored and the appropriate remedies put in place where necessary. I'm glad that you have indicated your approval of the Treaty in principle. The concerns you have listed thus far have been shown to be groundless. So I am unable to see why you can't give the Treaty your support, if only on the basis that the Treaty is the first step down a long road
