actually, that is not always true, someone can be born in a country and not know the country.. look at what happened with that Liberal dude.. Ignatieff.. he left Canada to live and work in the UK & the US and then trotted back to Canada thinking he could become Prime Minister.. that didnt work out quite the way he thought it would.. Canadians didnt want someone that hadnt lived in the country for nearly all of his adult life, who was wishy-washy or an academic without any real experience (in Canada or otherwise).. that might fly in the US, several Hollywood dudes have become politicians and President but Ignatieff did not know his country to think he could just sashay back like he never left.. the dude is history now anyway.. gone & run off to academia again..

I'd hire a Manager for a four year contract to run the country with an eye to *not* spending money.
And every year after the first to only be able to spend 90% of the previous year's take.
I'd still have a "president" but he/she would be largely ceremonial like the king or queen in England.
