Well, if you read the story about that particular trial, the DA was ready early in the process, the Defense filed motion after motion trying to delay the trial, trying to get Richard Ramirez declared insane. In the majority of criminal cases, the prosecutors are ready to proceed, if they werent, they would not have filed the charges. It is the defense that usually causes the case to drag out trying everything in the book to get their client a reduced charge, anything that will help their client avoid the death penalty. Personally, I think the mob in LA that cornered the man should not have stopped with just a severe beating they gave him.
