The more entries you have for your site (fake or otherwise) will bring more entries to any search engine and that will usually generate more revenue in one form or another.

ETA: One extremely GOOD example of everything you say is wrong about this site (and all the other sites out there) and is arguably the most popular website is........ eBay!!!
That has sooo many fake items, fake traders, scammers.... you name it, it's got it.
And yet in the last decade it's become a world-wide phenomenon frequented by litterally billions of people every single day and features on just about every single search engine you can throw at it!

Ebay don't police their site and they specifically state in their ToS (just like CM) that they do not do so.

44 to be precise...and it's been a loooooooooooong time since I've seen a thread with that many.

And you know what? I believe you because you said so (and no, that was not meant to have any sarcasm). I never said I didn't see what he means. If you read my tag line (second one) I firmly believe that. No matter how much you try to make a site invincible to the idiots.... the idiots will still find a way, and that is pretty much the point that everyone is saying. To me its a never ending battle, and truthfully I am sure the site owners have figured that out and now they spend their time and money in areas that they can change and will help people to have a better experience on their site.

well when you report some one there is a list to chose out.
That would be the base, i guess. Someone thought of these reasons and don't want such to happen.

Also blacklisting is not allowed ( think that is in the TOS?).

I've just quoted one really ginormous site where your assertions don't work.

Ummm... I'm a retired programmer
Been programming since before the PC was even invented.
Also been involved in one of the biggest credit card expansions in the known universe.
Written a fair bit of the international banking gateway.
Most of the graphics shown in the news about the banking, floating notes, bonds etc was done by me.
Spent a good deal of time writing special stuff for the military that I'm not allowed to talk about but I can say it involved fly-by-wire and guidance systems.

It seems sir, you are spouting from your other hole and know very little.
I shall now exercise my options as you should be doing instead of whining... welcome to my iggy list
