I see the safety issue as a red herring. In some cases it may not be safe to be paid in cash or by check. Where she banks is her own lookout. Her neighborhood is not at issue, or what time of day she visits the ATM at the 7-11. Don't know about anywhere else, but if I wanted to cash a payroll check anywhere but a bank around here it would cost me 2%. That's actually more expensive than paying a teller $5. If one has a bank account to begin with those fees are usually waived at a decent bank, so again... her banking is her own lookout... The only time I've had to call the Missouri Labor Board about a payroll issue the problem was resolved before the next pay period ended. It sounds to me like the only people who should be outraged are Pa. residents. If that's the best the Pa state government can do, the citizens really should be pissed. Some things call for an investigation. Something like this requires one or two questions to the employer about their payroll practices over the phone, an explaination of the law, to be followed up by the phrase "You have ___ days to comply." -SD-
